Billy ‘The Yardman’ Noblitt

Services for Billy “The Yardman” Noblitt, 56, will be conducted from Forks of Elkhorn Baptist Church at 10:30 a.m. Friday, January 24, 2014.  Burial will follow in Sunset Memorial Gardens.  Visitation will be Thursday from 5-8 p.m. at the church. All family and friends are invited to the Carter House located at the Lakeview Park & Golf Course, Georgetown Rd & Steadmantown Ln, Frankfort, at 4 p.m. Friday for a reception in Billy’s memory.

Mr. Noblitt passed away January 21, 2014, at Frankfort Regional Medical Center.

Billy was born in Franklin Co., KY, the only child of the late Russell Amerson and Christine Elizabeth Graves Noblitt, and graduated as a Junior in 1975 from Franklin Co High School. As a self-employed, licensed real estate agent for 36 years, he was the recipient of the Top Agent Award 2002 thru 2012.  

During 1975-1994, Billy served as Principal Asst to the Commissioner of the Finance Cabinet, Dept for Information Systems; The Governors Liaison to the Bluegrass State Games; Principal Asst to the Cabinet Secretary for Human Resources; and Supervisor and Safety Coordinator for the Dept of Information Systems.  

During his career, he was a member of Bethel Baptist Church; Frankfort Elks Lodge; Franklin County Democratic Executive Committee; JCI State Senate/Ky JaySirs; and Frankfort Jaycees where he served 4 terms as President, Chairman of National Annual Convention Parade/Ky Jaycee Thoroughbred, Jaycees International Senator.  Billy was also a member and former Board Member of the Frankfort Area Chamber and member and Past President of the Frankfort/Franklin Co Young Democrats. Billy was currently serving his fourth term as President of Capital Expo Festival.  

Committed to his community, he served as Parade Chairman for the 1987 and 2007 Inaugurations, Parade Co-Chairman for the 1995 Inauguration, and hosted the 1991 Southern Governor’s Assn, 1990 National Governor’s Assn, and 1990 Governor’s Annual Derby Breakfast.

He is survived by his spouse of 38 years, Connie Tracey Noblitt; Daughter and Son-in-Law, Belinda and Tony Bay; Grandsons, Kaelin Amerson and Kyle Anthony Bay; Mother-in-Law, Shirley F. Tracey; Sister-in-Law, Terry Tracy “sister at heart”; Uncle Sonny and Aunt Libby Manns, Aunt Norma Conway; Scotty and Ricky Manns, and several other cousins.  In addition to his parents, he was preceded in death by Granddaughter, Haley Madison Bay, and Father-in-Law, John “Junnie” Tracey.

Donnie Hammond Sr., Kent Ueltschi, Stan Salchli, Ashley Tip Mixon, Pete McDonald, Jeff Hancock, Scotty Manns, Ricky Manns, and Glenn McCann will serve as Pallbearers. Honorary Pallbearers are Sonny Manns, Jerry Adcock, Pat Hancock, Donnie Hammond, Jr., Jason Penn, Brandon Presley, Michael Frazee, Leroy Brock, Matt Satterwhite, Michael Satterwhite, Doug McGaughey, Ricky Groves, and Dustin Hamblin. Serving their Granddaddy as Junior Honorary Pallbearers are Billy’s twin grandsons and their friends, Jaeden and Kylon Penn, Austin and Aiden Presley, Jacob and Lane Brock, and Caleb and Julianna Frazee.

Flowers are welcome, or expressions of sympathy are suggested in Billy’s memory to St. Judes Children’s Research Hospital, 262 Danny Thomas Place, Memphis, TN 38105.
