1. CALL TO ORDER/ROLL CALL

2. An Order Amending Order No. 6, 2009 Series, relating to the City of Frankfort Alcohol and Drug Free Workplace Guidelines and Procedure Handbook.
Purpose: To amend Order No. 6, 2009 Series, relating to the City of Frankfort Alcohol and Drug Free Workplace Guidelines and Procedure Handbook.
Background: This order amends the Drug Free Workplace Guidelines and Procedure Handbook, dated March 23, 2009, to correct a typographical error as set forth in Attachment A.

3 To consider the award of the purchase of 2 Ford hybrid buses to National Bus Sales, Marietta, Georgia (Public Works).
Purpose: The purpose of this item is to award the purchase of 2 Ford hybrid buses to National Bus Sales, Marietta, GA.
Background: The Transit Division received funds through the American Recovery and Reinvestment Act (ARRA) to purchase 2 hybrid 10 passenger buses. The two (2) 2009 Ford hybrid 10 passenger buses will replace to older units with over 100,000 miles. The 10 passenger hybrid buses shall be equipped with wheelchair lifts and video cameras. The older units shall be declared surplus. The buses will be purchased through Kentucky Public Transit (KPTA) bid package awarded 3/25/09 bid number FY09#3. Utilizing KPTA's bid price satisfies the Commonwealth of Kentucky's purchasing requirements.
Financial Analysis: Funds are available in the Transportation Improvement Account 530.00.51100 to purchase the two hybrid buses. The total cost for the two hybrid buses is $ 203,540. The City shall be reimbursed for the total cost of these vehicles through the American Recovery and Reinvestment Act (ARRA).

4. To consider award of the purchase of one (1) 2009 Dodge Nitro SUV to Ilderton Dealership, High Point, North Carolina (Public Works).
Purpose: The purpose of this item is to award the purchase of one (1) 2009 Dodge Nitro SUV to Ilderton Dealership, High Point, NC.
Background: The Transit Division received funds through the American Recovery and Reinvestment Act (ARRA) to purchase a 2009 Dodge Nitro SUV that will replace a 1995 Ford pickup. The 1995 pickup shall be declared surplus. The SUV will be purchased through Kentucky Public Transit (KPTA) bid package awarded 1/25/08 bid number FY08#1. Utilizing KPTA's bid price satisfies the Commonwealth of Kentucky's purchasing requirements.
Financial Analysis: Funds are available in the Transportation Improvement Account 530.00.51100 to purchase the SUV. The bid price for the 2009 Dodge Nitro SUV is $23,389. The City will be reimbursed for the total cost of the 2009 Dodge SUV through the American Recovery and Reinvestment Act (ARRA). The purchase of this vehicle requires no state or local match.

5. To consider the award to purchase a 2009 trolley to Specialty Vehicles, Inc. (Public Works).
Purpose: The purpose of this item is to award the purchase of a 2009 trolley to Specialty Vehicles, Inc.
Background: The Transit Division received funds through the American Recovery and Reinvestment Act (ARRA) to purchase a 30 passenger trolley. The trolley will transport visitors to tourist and historic sites and will serve as a downtown shuttle. An increasing number of workers car pool and the shuttle would provide another transportation option during the day. The trolley concept has received many letters of support from various agencies and businesses. The trolley will be purchased through Des Moines (Iowa) Area Regional Transit Authority's (DART) bid agreement RFP 072007. Utilizing DART's bid price satisfies the Commonwealth of Kentucky's purchasing requirements.
Financial Analysis: Funds are available in the Transportation Improvement Account 530.00.51100 to purchase the trolley. The total cost for the trolley is $ 300,700. The City shall be reimbursed for the total cost of trolley through the American Recovery and Reinvestment Act (ARRA).
