Sewer project facing roadblocks

Franklin Fiscal Court voted 5-2 Thursday to begin proceedings to condemn construction easements for the Choateville sewer project.

Last year Fiscal Court was awarded a $1 million community development block grant for the sewer project that will serve 215 households and six businesses in the Choateville community. County government has allocated $1 million for the project - $500,000 in each of its last two fiscal year budgets.

Of the approximately 160 easements necessary for the sewer lines to be installed, around 29 haven't been obtained, Judge-Executive Teresa Barton said.

"We have several holdouts for a variety of reasons," said Barton, in Thursday's work session. "I hardly know what to say. We're doing the best we can to provide a quality project to help a community that needs it because of health and sanitation issues.

"We've given every opportunity there is. We've met with people, revised plans, made modifications at the point to where it's becoming expensive. We're having to pay for modifications that are completely unnecessary because they don't want it by their flower gardens."
