Bob Elliott is Frankfort's second city manager in 11 months to be ousted for not handling personnel matters as the City Commission sees fit.
More specifically, he was the second manager ousted largely for not dealing with two specific employees who were swept out along with him at the April 7 commission meeting, said numerous city employees pointing to the real reasons for the removal.
Jim Nichols and Brenda Kersey, fired as directors of purchasing and personnel respectively - without an official reason - played a central role in Elliott's demise according to various city employees, some of whom spoke only on the condition of anonymity. The two employees' jobs were said to be in danger for more than a year.
Beyond the fact that Elliott's termination date, May 9, is a year from the date of former City Manager Ken Thompson's, reasons the two got the boot were very similar. City government was again described by most officials and staff as inefficient with low morale.
The official line for removing Elliott was based on four charges - "failure to follow board policy and instruction after repeated admonishment by the board," "failure to properly supervise staff employees," "ineffective utilization of staff experience and time" and "failure to perform assigned duties in a timely and effective manner."
