County passes up low bid on sewer project

Franklin Fiscal Court unanimously approved a $2,361,550 bid from Kenney Inc., of Mount Sterling, for the Choateville sewer project, although it was not the low bid.

The lowest bid of $2,192,922 was submitted by Meyer Midwest Inc.

Franklin Judge-Executive Teresa Barton said Meyer Midwest had a difficult time passing the experience and background check, and Kenney Inc. was recommended by HMB Professional Engineers Inc., of Frankfort, the engineering firm hired by Fiscal Court for the sewer project.

In a March 28 letter, HMB told Barton reference checks revealed "Meyer Midwest has almost no sewer line experience. Therefore we checked the references for their subcontractor, Eston Eldridge with GWS Contractors Inc. It was revealed that Mr. Eldridge has done work under several different company names and apparently has had several financial problems. Currently a pump station supplier has a lien filed against GWS Contractor's bonding company for failure to make payment for supplies."

The HMB letter also said reference checks revealed Kenney Inc. "has a good reputation as a contractor, has been in business for over 20 years and has done several sewer projects similar in nature to the Choateville sewer project."
