West-side development debated

The Frankfort-Franklin County Planning Commission heard concerns Thursday night about a proposed mixed-use residential area adjacent to a farm that has received permanent protection from development.

Patrick Farms LLC, of 515 Leawood Drive, is requesting a zone change for 14.47 acres, off Cardwell Lane and adjacent to the Cottages of Frankfort, to develop a 31-lot residential subdivision for single family and 4-plex units.

The request is to change the zone from Rural Residential (RR) to Planned Residential (PR).

A public hearing was held and the county planning office staff recommended that the zone change be denied, saying it is not in agreement with the Comprehensive Plan.

The current RR zone would permit development of 1.5-acre lots. The Patrick farm has 116 acres, but the applicant is asking for only 14.47 acres to be rezoned.

At the hearing, attorney Clay Patrick, a family member of the Patrick farm, spoke in favor of the zone change. Jane Julian, a resident of the historic Julian Farm, expressed concerns about the proposed development.

The 14.47 acres is bounded by Cardwell Lane to the east, Interstate-64 to the south, the Julian Farm to the west and the Cottages of Frankfort to the north. The Julian Farm is on the National Register of Historic Places. In 2002 the Julian family donated a conservation easement to the Kentucky State Nature Preserves Commission, permanently prohibiting development of 42.5 acres, which contains one of the few remaining examples of a Bluegrass savanna ecosystem.
