Neighbors stunned, magistrate calls for lawman to quit

Friends and neighbors of Franklin County Constable Hugh Russ Campbell reacted with shock and disbelief following his arrest by U.S. marshals on charges involving child pornography.

One Franklin County Fiscal Court magistrate is calling for his resignation as constable - an office he's held the past 20 years.

The 59-year-old constable, of 140 Seminole Trail, was arrested at his home Wednesday for distributing photographic images of minors engaged in sexually explicit conduct in violation of interstate commerce laws from his home in Frankfort to Baltimore, Md., via the Internet.

Neighbors who asked not to be identified say Campbell pulled his constable car equipped with flashing lights into his front yard on Halloween to entertain neighborhood children who stopped by his home for trick or treat. His home's backyard sits within view of Elkhorn Elementary School.

Campbell was also asked by more than one neighbor to keep an eye on their homes when they would go on vacation.
