Neil Clark’s ex-girlfriend has been charged with engaging in organized crime as the investigation into a Florida-to-Frankfort prescription pill pipeline continues, a prosecutor says.
Officials have connected 37-year-old Mona Lisa Maupin to the 24 suspects indicted in October after investigation interviews led to her name on several different occasions, Commonwealth’s Attorney Larry Cleveland said.
Clark, 36, of 1112 Maverick Trail, allegedly ran the operation behind the scenes, while mid-level management, or “foremen,” traveled to Florida with the larger group to handle money and ensure pain pill prescriptions were filled to bring back to Franklin County to sell.
Clark and Henry Earl Penn, 47, of Frankfort, were indicted locally and in U.S. District Court for conspiracy connected to the pill pipeline operation.
Maupin, of 241 Manley Leestown Lane, “admitted she obtained a Florida ID and she obtained airplane tickets for several of the participants of the ‘enterprise’ for them to go to doctor’s appointments under the direction of Neil Clark,” Cleveland said.
Maupin used her credit card to buy the tickets and Clark later reimbursed her, Cleveland said.
“She had also gone to Florida on occasion for Neil Clark to obtain prescription drugs which she brought back and gave to Neil Clark,” he said.
“The investigation is expanding by (Maupin’s) name, and it may expand by other names later.”
Also indicted by the Franklin County grand jury Wednesday were the suspects connected to last week’s home invasion at Crystalbrook Apartments, 1310 Louisville Road.
Frankfort Police charged William Morrison, 28, Donald Palmer, 37, Terry Scruggs, 22, and Coyie Hellard, 26, for the gunpoint robbery.
According to police, on Feb. 8, men entered the apartment of Jeremiah Hazlett, held Hazlett and two guests at gunpoint while demanding money and fled with an undetermined amount of cash.
“Morrison entered the home armed with a firearm (and was) accompanied by Palmer,” Cleveland said.
Scruggs allegedly accompanied them to the apartments, but stayed outside.
“Hellard is the grinning driver – he drove the car transporting them there,” Cleveland said.
Morrison was charged with robbery and burglary. Palmer, Scruggs and Hellard were charged with complicity to burglary and complicity to robbery.
Michael Shearer, a 48-year-old convicted sex offender, was indicted for third-degree sodomy and failure to comply with sex offender registration.
“He’s required to register as a sex offender for a period of 20 years,” Cleveland said. “He’s not currently registered, and he’s been in a couple different states and not registered anywhere he’s gone.”
Shearer has lived in Oklahoma and Michigan since being convicted in Franklin County in 2003, Cleveland said.
