Chatter Box, underweight and dehydrated, is among the dogs at the Frankfort Animal Shelter after being confiscated from former Animal Control Officer Derrick Rayborn.
A former Franklin County animal control officer had 13 pit bull dogs seized from his property Thursday for alleged animal cruelty.
For Derrick Rayborn, 29, of 4010 St. Johns Road, it was the second time in nine months a large number of pit bulls were seized from him by current county Animal Control Officer Todd Moore.
According to Franklin County District Court records, Rayborn was served a summons in March 2007 on a charge of second-degree cruelty to animals. The criminal complaint signed by Moore said 16 dogs owned by Rayborn appeared to be "mistreated, malnourished or otherwise neglected."
Another court document, a March 2007 statement from veterinarian Gina Yeargan, said she accompanied Moore to 4010 St. Johns Road.
"I was able to view eight pit bull dogs from the road " one whose ribs were visible but had muscling on rear legs, hips and one whose body was hidden by its dog house," Yeargan's statement said. "The other six were extremely emaciated, three of which appeared weak by their stature and gait. This condition definitely constitutes cruelty to animals."
Twelve of those pit bull mix dogs were taken to the Franklin County Humane Society's animal shelter for temporary lodging.
"One of the dogs had to be euthanized because she ended up with a prolapsed uterus," said Regina Mitchell, manager of the animal shelter, Friday.
Then on June 6, 2007, District Judge Guy Hart signed an agreed order in which the dogs seized in the investigation were to be released to Rayborn. One condition in the order was that Rayborn would allow "Franklin County law enforcement, including but not limited to animal control, to inspect the animals" on his property "at any time without prior notification."
That animal cruelty case is still pending in district court. A pretrial conference is set for Wednesday and the trial is scheduled later in January.
Mitchell said Moore brought 13 pit bulls, belonging to Rayborn, to the animal shelter Thursday " 10 new ones and three that had been previously lodged at the shelter.
"When the animals came in the first time, we de-wormed them and nursed them back to health," Mitchell said Friday. "You get attached to these animals. They had gained weight and were happy. What hurts so much is they were returned to the person who did this to them the first time. Then we get them back in a worse condition than they were previously. They look horrible.
"I feel I have failed the animals by not making sure everything was right. But that's something I have no control over. We can only house them and take care of them while they are here at the shelter."
Franklin County Attorney Rick Sparks said Friday a new complaint has been presented to his office, and it's being investigated. But no charges had been filed as of Friday afternoon.
Mitchell said the dogs being returned to the shelter also take up critical space. They have to be put in separate cages, she said, "because they fight when they're put together."
She said the shelter could use donations of puppy food, which provides more vitamins and nutrients, and canned dog food, so they will eat more. "We're feeding them two to three times a day," she said.
Neither Rayborn nor his attorney, Chris Olds, could be reached for comment Saturday.

BeeGee: I feel your pain, I have reported a lot of cruelty in this town, mostly in my neighborhood. Until Frankfort gets some sort of Humane Officer, not a dog warden, nothing will be done. Someone needs to be in charge of investigating these types of crimes, not just picking up dogs, putting them in a cage scared, then taking them to the shelter. That is ridiculous.

I've known Derek for years, too, and am shocked to find out that he's the one who's had these poor dogs. I live in that area and have seen these poor dogs chained up and bone thin for a LONG time, not just a few months as he claims. I hope the judge gives him the strictest punishment allowed under the law, then I hope our legislators pass a law that make this a felony. There's absolutely no excuse for this kind of mistreatment!
Oh, and before a bunch of you jump on me and ask why didn't I report it......I did.

The dog they called "Chatterbox" Is actually named "Skeeter". and the Vet in GA Say's that the dog accquiered a bacterial infection, from a concrete based facility That will be presented in court! Just goes to show how humane the HSUS is. Maybe no one should jump to conclusions till the chickens eggs hatch. Maybe if you had known him like you said you do, you may have grown some balls and talked to him, instead talking **** behind his back you Coward!! He's a REALLY easy going person and very easy to speak to!! So appearently your a coward and a Lier, because if you knew him you would know that!!
Rescue 2- I guess while you were out there helping Derek feed those dogs you forgot to feed the one in the picture (ChatterBox). You can't honestly tell me that ChatterBox got fed, you can see ribs. Do your dogs look like that?
I also have known Derek for years and never thought that he would stoop to this level of a person but I guess you never really know someone. I hope he rots in jail!!!
Rang Daddy-I am the owner of a pit and the worst that my dog is going to do is lick you. He thinks that everyone loves him but I live near people like you that are terrified of them and don't give them a chance. It is all in how you raise your pet. We should not have to pay a fee or get a permit to love our dogs. Get a life!!

No, the dogs can't talk, and it is probably a good thing too. Yes, he will get his day in court, but how many days in court will it take for people to learn that a dog is just like a human, they feel everything!

PEOPLE make Pits bad, they aren't born that way. It is like a Rott, no one used to want a Rottweiler, because of the image and intimidation. People make dogs mean. If you don't feed them, and fight them, hell yeah they will be mean!

To pitbullowner, everytime you pick up the paper someone is hurt by your great Pitbulls. Its always the same story, I don't know what happen, my dogs never done this. You Pit bull owners need to get insurance and permits for owning them. Do what Louisville did. I bet if the states makes you get permits to owned them. You would'nt have one. Like I said before, what go are they in the city. Drug dealers and Pitbulls. Thats what you see

Only the dogs know for certain. Unfortunately, they can't talk to tell us what really happened out there. Mr. Rayborn has a court date and maybe some sense can come from this at that time.

PLUS no one mentioned that Todd Moore KNEW the rescue dogs were there and waited till he got some new ones so he could make Derek Look bad!! And the personal Vendetta he holds against Derek. Not know ing that I knew him he told me himself! "I hate dem' pit bull's and Derek, I'll ruin his life if I have to to get them Damn dogs outta my county!"
