The Occupational Safety and Health Administration is investigating allegations of unsafe working conditions for more than 30 employees in a new U.S. Department of Agriculture office at 105 Corporate Drive. An employee working at the location complained that staffers are able to use only one bathroom in the lobby because the others lack stalls, locks and tiling. According to the complaint, the elevator shaft was open and a small flood occurred. The employee also reported that the area was cluttered with ladders, tools, electric cables, drywall and dust, as contractors continued to work on renovations. "To sum it up, it's a mess," the employee wrote. The employee also said it's difficult to conduct business as contractors come and go and that conditions have not improved. The employee who filed the complaint asked The State Journal not to be identified out of fear of retaliation. The employee said OSHA would keep the author of the complaint confidential. Approximately 16 or 17 employees moved from previous offices on Comanche Trail to the new two-story office on Corporate Drive almost two weeks ago. The office includes veterinary service workers and a laboratory. There is a total of about 33 employees assigned to the office, including about 16 or 17 field workers. According to the OSHA complaint, employees started moving into the new offices on April 11.
Karen Eggert, a USDA spokeswoman, said the employees were relocated because the office was growing and the staff needed more space. She said renovations on the second floor could be complete in 10 days. Employees are on the first floor because that's the only portion that has been approved for a certificate of occupancy, Eggert said. She said there are no employees on the second floor because a certificate hasn't been issued. "We wouldn't have moved in without those," Eggert said. However, Jim Carroll, spokesman for the Kentucky Environmental and Public Protection Cabinet, said no occupancy certificates have been issued for any part of the project. The Office of Housing, Building and Construction in the EPPC Cabinet is responsible for issuing a certificate of occupancy. According to Section 104 of the Kentucky Building Code, the state has jurisdiction over commercial projects larger than 10,000 square feet and with a capacity of more than 100 employees.
Carroll said the inspectors had discussed moving in equipment and furniture but not any employees.
Eggert said she could not explain why the state had no record of a partial occupancy certificate being issued. She said a number of important staff are attending a conference in Tennessee and not immediately available. The Franklin County Planning Director Robert Hewitt said his department is responsible for inspecting the electrical systems at 105 Corporate Drive but had not yet issued a permit. He said the fire alarm system and elevator inspections have not been approved yet. Comments

Actually, it's real democrats, i.e. labor unions, that cause companies to move to Mexico, etc. because they are constantly ******** for more, more, more- like state employees do. Finally it is just cheaper to move somewhere else. You know businesses can pay Americans more and it still be cheaper than moving overseas, but that is just never enough, labor unions always come back wanting more. So actually in the long term it is smarter to just make the move.
Then the workers gripe about the da*ned company that moved overseas and left them screwed, when it was the workers who caused it. Democrats never think of whose going to pay for something thats for sure!

That's a realrepublican for you. Fire all of your employees that have worked for you for 10 years. I guess that's how realrepublican(s) get rich -- on the backs of hard working people that are considered disposable. Maybe we should do what a realrepublican would do -- oursource our state's government to Mexico or India to save a few bucks in the short-term (it always costs more in the long-term, but realrepubican(s) never think long-term).

The state employees you look down your nose at are not as highly paid as the private sector. There are longterm rank and file workers who could make more working at McDonalds than what the state pays them. They have too much time invested toward retirement to quit. As far as the Ratliff property goes, he is only pawning it off because the state is dropping it and he will lose money on empty buildings. THAT is reality.

In case you missed it this is a federal department not state. Also this was a fairly cheap remodel the main cost was adding a second floor and an elevator. The problem came with moving in before the building was complete. Who pressured the move we may never know, but that is the one at fault. This had nothing to do with our state government.

Why doesn't old Steve use the so called money he knew was there and his so called power to build new offices? From a financial stand point it's 25-30% cheaper to build new then to remodel existing space. Hell if they want something better they should buy Rodney Ratliff's land worth more for the land than he asked for the land plus buildings, tear them all down and build new buildings. To really save the state should fire all employees who are on the job more than 10 years and hire on new employees at far less dollars per year. When are they going to quit playing politics and start running government the way you or I would run our businesses? Also if real money on building is to be saved why not use prisoners to do the building? Most are trained many are plumbs and electrical contractors. They use them for everything but jobs in Frankfort. Why doesn't someone say instead of catering to your buddies you buy bolt together steel/metal buildings from http://ameribuiltsteel.comor someone like that, use prison labor, and build cheap??? Oh wait makes too much since and doesn't cater to the big money donors who are raping us the people.
