Neighbors complain about man's sex acts in yard

A Frankfort man has been indicted after allegedly masturbating numerous times while naked in his yard and in front of open windows at his East Frankfort residence.

Charges against Randell L. Lockhart Jr., 46, 200 Berkley Lane, of indecent exposure, first-degree possession of a controlled substance, possession of drug paraphernalia, and being a persistent felony offender were returned in an indictment Tuesday by the grand jury.

Commonwealth's Attorney Larry Cleveland said neighbors phoned police about Lockhart, who lives with his elderly mother off Georgetown Road, being nude in his yard and near windows while gratifying himself.
"It gets worse," Cleveland told The State Journal in an interview Wednesday.

Cleveland said one female neighbor said she found a semen-filled condom on her front porch.

Officers responded to Lockhart's residence and found him naked in a closet with a quantity of cocaine in his room, Cleveland said.

According to Cleveland, Lockhart admitted to police the cocaine was his and he had been masturbating in his yard and near windows.

Lockhart said he left the condom on his neighbor's porch, Cleveland said.

Lockhart's cocaine and drug paraphernalia charges, respectively, are Class C and D felonies, according to the indictment. The indecent exposure charge is a Class B misdemeanor.

Cleveland said Lockhart has a previous conviction for possession of cocaine.

Escapees caught
The Franklin County grand jury also indicted two men who escaped from the Frankfort Career Development Center. Robert W. Fritz, 28, and John D. Alstatt, 53, who are both now in custody, were charged with third degree burglary, theft by unlawful taking over $300, second-degree criminal mischief and being persistent felony offenders.

Cleveland said Fritz and Alstatt escaped from the career development center and stole a pickup from Cabinet Concepts, 2710 Commercial Drive.

They also damaged another vehicle in the process of stealing the truck, Cleveland said.
Fritz and Alstatt, who didn't have much time left to serve, were apprehended in Evansville, Ind., Cleveland said.

Fritz was serving time for fraudulent use of a credit card in Jefferson County and Alstatt was in for a conviction of theft by failure to make required disposition of property over $300 from Henderson County.

Cleveland called the career development center "the last stop," for Fritz and Alstatt before reentering society.

Mainly because the police cannot do anything unless they catch the person in the act. I am guessing it took a while because he didn't stay out there all night. Also putting a soiled condom on someone porch would make most people think this person is one step from being a rapist.

ds40601 - If you'd bothered to read my post, you'd have noticed that I wasn't defending him, I was criticizing Fkftgal for making such an illogical, irrational conclusion. His actions were indefensible (a coke-head masturbating in his yard is pretty outrageous), but accusing someone of passably being a pedophile without proof or any logical reasoning behind it is also indefensible. What he did was lewd and inappropriate (although somewhat funny), but she accused him of one of the worst acts that one person can do to another.

I'll answer your question with one of my own; do you let your children unattended with strange men in your neighborhood? My daughter doesn't go anywhere without being supervised by me, my wife, or responsible adult. I would've also called the police immediately the first time I saw a neighbor doing that in their yard -- how the neighbors let this go on for so long is almost as shocking as his actions.

Ckought is right, though. Sexual deviant does not (automatically) equal child molester any more than bank robber equals child murderer.
I wouldn't want a child around him, but I'll admit that feeling would be based on prejudice rather than logic.

And Charlie, nobody's denying that this man needs help, there's just no harm in having a good laugh.
That's the problem with the world. People have lost their sense of humor.

What makes some people think that just because someone does anything that's sexually deviant that they're predisposed to molesting children? It's like extrapolating that someone that steals a pack of chewing gum at the local store is just a step away from becoming a bank robber.

I laughed for a good 5 minutes after seeing this. Yes, it's disturbing, but if you didn't snicker at this, then you have no sense of humor.

Someone said something like "how would you feel if it was your wife/daughter/mother that saw him." If it were MY wife, she'd probably say something like "looks like you have a SMALL problem" or something like that. My mom would probably point and laugh.
They, too, have a sense of humor.
Oh, they'd probably call the police, but they'd be laughing their backsides off when they did it.

with all things going on in the world that are actually important if someone in one of the other 49 wants to think of Kentucky as a state of barefoot inbreds b/c of one crazy person they already have that misconception anyways and there is nothing you or I can do to stop it.
