Inmate slings bodily fluid on jail officer

A man in Franklin County Regional Jail has been indicted on an assault charge after he threw semen on a deputy jailer, Commonwealth’s Attorney Larry Cleveland says.

John David Quinn’s toilet inside his cell stopped up July 26, and the officer came in to clean up, Cleveland said.

The deputy jailer, listed in the indictment as C. Franklin, felt something hit him on his shirt, Cleveland said.

“He thought the guy had spit on him, and the guy (Quinn, 45) said to him as it happened, ‘Did I get it on your shirt?’” Cleveland said.

Quinn later admitted it was semen, not spit, that he threw on the officer, according to Cleveland. 

“We charged him with assault in the third-degree for throwing bodily fluid on a deputy jailer.”

Quinn is in Franklin County Regional Jail on a $30,000 full-cash bond on his charges here, but he’s being held without bond on charges in other counties.

Also, two Franklin County men have been indicted on charges of cultivation of marijuana after police found an indoor marijuana-growing operation with about 140 plants, according to Cleveland.

Police arrested Randy Robertson, 42, and James Robertson, 50, both of 2913 Camp Pleasant Road, June 10 after an investigation by tactical officers and assistance from Kentucky State Police Post 12, according to a press release of the arrest.

Cleveland said police confiscated more than 30 guns on the scene, but didn’t find any drug paraphernalia.

“… They didn’t find any paraphernalia for smoking marijuana, which was odd,” Cleveland said.

 Both Randy and James Robertson face a charge of enhanced cultivation of marijuana.

Other indictments returned by the grand jury include:

>Troy Wilson, 40, of 1023 Algonquin Trial, theft by unlawful taking of an automobile.

Wilson was indicted last month after he led police on a high-speed chase through Georgetown Road, Switzer Road, Rocky Branch Road, Peaks Mill Road, Schenkel Lane and in Indian Hills May 1. The car was stolen, Cleveland said.

>Millard Thurman, 48, in Franklin County Regional Jail, three counts each of retaliating against a participant in the legal process and being a persistent felony offender.

Thurman was convicted of first-degree sexual abuse June 21, his indictment says.

>Gregory Marston, 28, of 514 Shelby St., first-degree wanton endangerment and operating a boat/watercraft under the influence of alcohol.

>Charen Anderson, 42, of 246 Centennial Drive, theft of identity and being a persistent felony offender.

Anderson was convicted of second-degree criminal possession of a forged instrument in Fayette County Feb. 2 and in 2004, her indictment says.

>Christopher Watts, 31, of Lexington, first-degree possession of a controlled substance (second or greater offense), criminal possession of a forged prescription (second or greater offense) and use/possession of drug paraphernalia.

>Daniel Mathis, 31, of 2153 Harp Pike, theft by unlawful taking from an automobile.

This happens every day in the prisons and doesn't receive attention. I think it is referred to as 'gassing', esp when feces is used. I've heard that officers that work in the Kentucky State Reformatory in LaGrange sometimes where raincoats when they walk through the cell areas. That prison doubles as an infirmary and a good percentage of the inmates there have diseases such as hepatitis.
When it happens in Frankfort, it is worthy of the front page. Just goes to show this town really needs to liven up.
