I wonder what information is included in the Fair Booklet that's usually in the Sunday SJ? If it doesn't state you have to be a county resident I guess it's wide open.
The KY State Fair accepts entries from out of state primarily Indiana. I'd say the livestock/cattle/horse depts are from all over.
