The youngest of eight children, Isaac Milburn, 5, waved a sign while sitting on his mother’s shoulders at the Family Foundation of Kentucky’s rally in the Capitol rotunda Monday. Colleen Milburn, Isaac’s mother, said her oldest child is debating whether or not to follow through with plans to attend the University of Kentucky. The Milburns and the other attendees of the rally support legislation that would stop universities from offering benefits to domestic partners.
