Health Care Legislation and public option.

Public Option has a new road to travel and perhaps that is the road to success for expanded health care.
Since there has been enough opposition to Public Option maybe the new idea of Op In or Op Out by states will be the structure that brings in the votes to pass health care revision.
However, without TORT REFORM the system will still be gamed. Especially in pre existing conditions.
Should Kentucky Op In OR Op Out?
