I can't say that I always disagree with locking articles, but when it comes to public service annoucements, it's not acceptable.
All this information can be found FREE on the city government website. But for convenience sake:

Zone 1: South Frankfort, Meadows, Westwood, Gardenpoint,Westgate, Juniper Hills, Holly Hills, Parkview, Browns Ferry, Riverbend, Cavelawn, Buttimer Hill, Bellepoint,Fort Boone, Leestown, N. Frankfort, and Holmes St.
Scheduled Collection Dates: Oct. 28, 29 and 30, Nov.16, 17 and 18 And Dec. 4, 7 and 8

Zone 2: Tanglewood, Thistleton, Cloverdale, Arlington Heights, Montrose Park, College Park, Hickory Hills, Rolling Acres, Bellview, Thornhill and Berry Hill
Scheduled Collection Dates: Nov 2, 3and 4, Nov.19, 20 and 23 And Dec.9, 10 and 11

Zone 3: Fairview Heights, Crestwood, Colony, Landings, Franklin Heights, Franklin Acres, Capital View, Cardinal Hills, Butler, Grandview Heights, Country Club Heights, Tierra Linda, and Inverness
Scheduled Collection Dates: Nov.5, 6 and 9, Nov.24, 25 and 30 And Dec.14, 15 and 16

Zone 4: Indian Hills, Ridgeview, Arnold Ridge, Silver Lake, and Woodlands

I am not one to look down on anyone so please dont lecture me like you did Early_Bird.I am not sure but I think his point was sometimes people prioritize things that are strange. As trying said you can get on the internet at the Library.I know you waste gas getting there. Ride the bus.In my opinion but the priority should be shelter food and clothing. Once you take personal responsibility for theses items whether you can afford them by working at a job that you can or that by no fault of yours you do need assistance, then you can spend on wants and yes a computer and a cell phone is a want not a need. If you can provide a comfortable shelter, food, and clothing oh yes and a education for yourself and children without assistance from the goverment then you can buy your own computer. Its called personal responsibility. I may be wrong on my opinion but the way I read it is WOW bought a computer from his or her money and pay the monthly bills for internet service and she expects the goverment to buy his or her heat????? Before you get to mad at me take a look at the grocery store how many people do you see with fancy hair styles and cell phones and pay for their food with food stamps. PERSONAL RESPONSIBILITY!!!!!!!!!!

You can access the internet for free at the library. All you need is a library card, which is also for free. It's also a nice warm place to be.

Others can access it from work.

early_bird, there is no need to look down on those who have fallen on hard times and need some assistance. Sometimes there are circumstances beyond the control of the individual that lead to the situation. You better hope nothing ever happens that causes you to fall off your high horse. It can happen faster than you think.

Early_Bird.... I am on a very tight budget. Some months I have extra some I dont have enough.... I cannot justify spending money a subscription to the paper.

My kids use the internet for school work and of course a source of entertainment. I have worked that into my budget because it is something that I use on a daily basis and can be full of information. I dont see that I would use the state journal on a daily basis and it is not always full of information.

And yes I could benefit from heating assistance. I have called before and if needed I will call again. I know how to get a a hold of them. But the newly single parent who is one a budget equally as tight as mine might not know where to turn.

I noticed weekend articles have a higher likelihood of being locked.

I agree, some stuff doesn't make much sense. The information on how to get assistance with your electric and heating bills was locked, too. People who'd be interested in getting that information most likely don't have the money to buy a paper in the first place.

I can't figure out how they decide what to lock. I have asked for their explanation but none came.
